Received August 24, 11.30 p.m. LONDON, August 24. Tho Right Hon. St. J. Brodrick, speaking at Godalming, said his regret at Lord Clinton's retirement was greater than that of any of hia colleagues because it was imperative to carry out the great reform. He did his duty to the best of his ability, and had the linanimous support of the .Cabinet and Indian Council, including a" dozen officials of' mature Anglo-Indian, experience, appointed, for a decade, also of, p- strong committee, including Lord Roberts', FieldMarshal. White, and other experts.
