The Daily Telegraph says that the Russians so far -insist on the unconditional withdrawal of the Japanese demand for an indemnity, 'which is "described as one of the obstacles to permanent peace, inasmuch as it provokes the resentment of the whole nation. -' ' *'' Eeceived August 25, 7.37 a.m. WASHINGTON, August 24.
The consensus of opinion is that President Roosevelt's tactful intervention averted an immediate rupture of the peace negotiations.
