Received August 24, 10.17 p.m: ST. PETERSBURG, August 24. There are 5000 Duma voters in St. Petersburg, 12,000. in Mo?cow, and 7000 in Odessa with rental qualification. Indignation in Odessa is intense because, with half a million inhabitants, they are allowed only one deputy, the same as Kirsk, with 50,000 inhabitants. The organisation of an electoral campaign is everywhere forbidden. Governors are imprisoning and exiling many leading Liberal voters. The officials announce that they have been entrusted with electoral arrangements, and Zemstvos and Municipalities are not allowed to co-operate.
