Japan Willing for Mutual - Concessions*
The TwO ' Governments Exchanging Views.
Received August 24, 7.27 a.m. LONDON, August 23. The Portsmouth correspondent of the Times reports that the Japanese are willing to forego their demand-, with reference to the limitation 'of Russian naval power in the Far East, and will probably also give way on the question of the interned Russian warships, .provided that the" Russians will yield- regarding the indemnity and th« cession of Saghalien. An exchange of views between Russia and Japan is proceeding with a view to a possible compromise, the Japanese going so far as to embody the cession, of Saghalien and the payment of the indemnity as a single proposition.
The correspondent adds that reimbursement is more a question of amount than has heretofore been, supposed, and tlzo bargain may turn on the re-possession of Saghalien, either in whole or in part.
