A Fresh Russian Proposal.
Unfavourable to Peace.
Received August 23, 10 p.m. . .. PARIS, August 23. Le. Temps'a St. Petersburg correspondent reports that the Council of the Empire is by a slight majority, in favour of peace, and thaLj&, has;j<jr dered M. d Witte to make a fresh proposal regarding the indemnities, but this is not yet concluded. The proposal will be unfavourable to peace, inasmuch as the army is assured of victory.
