Reuter'a Agency reports that the Mercantile Club in Madrid has addressed to the s Minister of Finance a report upon the reform of the Customs tariff and the renewal of commercial treaties. The report urges the return of the free trade of 1869, condemns the protection of 1891, which it declared- was the origin of,- the labour trouble and the principle cause of the loss of the Antilles, and the Philippine Islands. The document is much commented upon by the Press and in political circles.
