Rioters Dispersed and Wholesale Arrests. Great Excitement at Warsaw. Tho Duma Soheme. Press Association.— Telegraph.— Copyright. Received^Aug^ist "21, 9.57 p.m. ST. PWeRSBURG, August 21. Mounted police dispersed several thousand revolutionaries who were rioting at Kishineff. Wholesale arrests - have been made in Lodz. Great excitement prevails in Warsaw, where the troops occupy several streets. A Socialist meeting was dispersed. There are no rejoicings over the Duma scheme. The NovtDe Vremya and Slavo are the only newspapers which eulogise it. The Liberal organs demand freedom of press and speech, and contend that the high reutal qualiiiction deprives of the franchise all the urban proletariat classes and a great portion of the intellectuals.
