TOKIO, Augiist 21. Baron Katsura. after an interview with Sir Charles Mac Donald (British Ambassador), the Mikado, and prominent Japanese, informed Dr Morrison that when the conditions of peace were drafted, Japan brushed aside a proposal which the nation regarded as one of the essentials, and reduced tho terms to the smallest possible, the most reasonable, and most obvious.
