Part of the translation of Bobrikoff's secret report to the Czar of his stewardship up to the year 1902, which are circulating in Finland, foreshadows the possibility of a large concentration Of troops. It is proposed to build a secoiift railway from St. Petersburg to Helsihgfors. It is interpreted tli at this would have been ultimately aimed at 'Scandinavia.
