WELLINGTON, February 4. , The Trades and Labour Council' discussed a clause dealing with under-rate workers, inserted- in the award recently given by the Arbitration Court in tlje Nelson /jarpentecs' case, and the following resolution was' carried unanimously: — "The Council strongly' protests against- the clause dealing ' with under-rate workers inserted 'in. the Nelson , carpenters' award 'by "the Arbitration, Court recently, and, taking the" power to grant or, refuse per- '' niits out' of the hands of the Union,'"'thiS making it possible for any person to gain, an entrance into the trade this way, whether he. is a carpenter or not.
