Japs Raising the Sinews of Wai*
Success of a Ten Million Loan Assured. Press Association.— Telegraph.— Copyright. . Received January 28, 10.23 p.m. LONDON, January 29. The Japanese Government has decided to issue immediately a 5 per cent internal loan for ten million sterling, at a minimum of 95, redeemable in five v years. Suscess is assured. Groups of capitalists have promised to subscribe largely, one company taking two millions. By monopolising the local land taxes, increasing the income and sugar taxes, suspending public works, and by retrenchment the Japanese Government expect to increase the revenue by eight million pounds, which will be devoted to the service of war loans. Bengehi, the Tartar General of Mukden, informed the Chinese Foreign Office that, the Russians had requisitioned 500 carts for immediate military service. The Foreign Office peremptorily forbade it, on the ground that China had determined to be neutral. Received January 29, 11.45 p.m. ST. PETERSBURG, January 29. A special Council was held at St. Petersburg with the object of discovering a pacific issue for the Far Eaßt. Count Lainsdorff, General Kuropatkin and heads of Asiatic departments attended, and will report to the Czar to-day.
