LONDON, January 28. Sir Henry Campbell-Bannerman, speaking at Glasgow, declared it was shameful that hundreds of British workmen should be returning from South Africa weekly, while the Chinese Vere welcomed. Dealing with the tariff, he said moderate protection was impossible, and originally was only aa incidental .feature. Mr Chamberlain's policy was now protecti6n, which was placed unabashed in the forefront.
