Press Association.— Telegraph.— Copyright. Eeceived September 5, 8.36 a.m. - BEELIN, September 4. Metz is practically without water owing to a dispute 'between the military and' civil authorities. The Kaiser telegraphed from Stadthalter, Alsace, a severe censure, which has been placarded throughout Metz.
