LONDON, November 18.
Tho Standard states that Fischer, Boer emissary, has returned to Holland. Ho was persuaded by persons in an influential position that the Kaiser's policy in regard to tho Transvaal will remain unchanged. ,
In tho Bavarian .Chamber, Baron yon Crailsheim, Minister of Foreign Affairs, said, the Boers were admittedly brave, but the -German policy could not advise or interfere. Intervention was impossible against the will of one of the parties.
