DUTIES OF HARBOUR BOARDS

WELLINGTON, November 6.
In the case Otago Harbour Board v. Lysaght, the Chief Justice was of opinion that the Harbour Board had no power under law to undertake the duty of receiving or "delivering cargo, but that if it had, then it would.be liable for negligence. Judges Denniston, Conoily, and Edwards held that the Board could undertake stevedoring and wharfingers' work, and the appeal was, therefore, dismissed, with costs on the middle scale.
