The action of the Appropriations Committee of the United States Senate has evoked a reproof from the President. Tho Committee in recommending the annual appropriations, omitted the vote for the Commission to sit with a Canadian Commission to settle the disputes now existing between Canada and the United States. President MoKinloy, in commenting on this, informs the Appropriations Committee that by their action they have assumed the right to interfere with hifl functions with regard to framing tieaties.
