SPAIN AND AMERICA.

The American Government has refused a request by Spain for the recall of General Lee, the American Consul-General at Havanna,and the substituting of merchant vessels for two warships recently ordered to convey provisions for the relief of the destitution on the island. (Received March 9, at 11 a.m.) The American Government is securing the options with respect to warships at present under construction in European dockyards with a view of preventing their purchase by Spain. Mr Long, Secretary of the Navy, states he is determined to be ready in the event of emergency. The Spanish Government requested President McKinley to substitute a despatch vessel for the two warships which were recently ordered to convey provisions for the rehof of the destitution in Cuba. It is reported that part of the Spanish fleet has been ordered to Cuba. The American House of Representatives has authorised an increase of the army by the enrolment of two additional regiments of artillery.
