The Standaid states that German negotiations with the Chinese Government for a railway concession at Shangtung Peninsula have been completed. The terms of the agreement will shortly be published. Russia is already excluding British ship 3 from the coasting trade of Russian poits. ShehasaUo notified that she intends to exclude them from the ocean sea between the Black Soa and the far East.
