General Weyler, tho Spanish Com-maud.-r ia Cuba, attempted to detain an Americau vessel for refusing to surrender a pabbeuger who was on board. The American Consul threatened that Havanna would be bombarded unless the veosel was permitted to sail, and, ultimately she was allowed to leave the port.
