Mr Phanuyn gave notico to mo\o that the Governmont be asked to put a sum of £10,000 on the Estimates to provide a brick building for tho Pavliamentaiy Library. On tho motion o£ tho Hon. Mr Buckley, Major Bmloo was appointed Chairman of Committees, the motion being carried unamvnou 4 ly. Dr Grace, in a shoit speech, made the Addross-in-Beply. Ho congratulated Sir Hairy Atkinson on his election to tho Speakership, and said that the policy disclosed by the Spooch was admirable Tho Hon. Mr Fiusor seconded the motion. Tbo Hun Mr Scotland dopiccaled a moribund Go\ornn)cnt making additions to tho Coun< il. Tho Hons. Sheppard and Plmr.i7yn defended the appointments, which wero necessary lo enable the Council to carry oat tho work committed to it, Tho motion was agreod lo on Iho voices. Tho Council adjourned at 3 20.
