Legislative Council. (Per United Press Association.) Wemikoton, Jan 27. The Council m«t ot 2.30. After tho reading of the speech Mr Bowen was sworn in, and tho Hon P. Buckley having announced the formation of tho new Ministry, tho Council adjourned at 3 p.m. House of Kepreßentatives. Wellington, Jan 27. The House mot at 2 p.m. 'J lie Speaker reported that he had waitod on His Eicolloncy and claimed the usual privileges on bohelf oE the House. He repeated his grateful acknowledgements of tho honour the House had done him by placing him in the chair. Messrs T. MclCon<sio and Buckland were sworn in. * The Hon J. Ballance announced the formation of tho now Ministry, and road the list. He mentioned that Mr Ward would have charge of tho Postal ond Telegraph Department, and that the vacant portfolio would be filled in a day or two. The Spnftker was directed to issue a writ for tho Egmont Seat, vacated by Sir Harry Atkinson. A petition presonted by Mr Kelly was read relative to the position of native land. Amusement was caused by Mr Fergus giving notico to ask the Government what steps they intended to take to carry on the construction of the Otago Central Railway. Mr ROO3 gave notico of an address of sympathy to Sir George Grey on his enforced retirement from public life. Tho Hon J. Ballance gave notico to move that on tho next sitting day Mr W. C. Smith be appointed Chairman ot Committeos. Mr Fish gavo notice of motion traversing the Governor's action in tho rocent appointments to the Legislative Council. The Speaker aaid he would havo to look into tho mattor hoforo ho could allow such a notico to appear on the Order Paper. His presont opiuiou was that the motion could not be put Mr Palmer gtvu notico to move the Address-m-Roply. Mr Bryco asked what was tho meaning o£ suitable recess, used in tho Governor's speech. The Hon J. Ballanco said ho would explain it to morrow. The House rose at 3 30.
Mr Albert Barns will hold a sale of Harboui Board sections at Feilding tomorrow. What tho farmers like is a good plain speech and not scientific long phrases. A New South Walos farmer sent back the copy of tho Agricultural Gazette, nublished by tho Government and forwarded to him gratis, with the following extract, cut from the journal, outaido tho wrappor. ' Tho turnip worm may bo readily recognisable by transverse strice, hardly heterocephaul, head concave, truncate, ellipsoidal cardiac column broad, burso, small, tail conoid and column prominent or otherwise! Underneath he wrote the letter ' D " and that the wrapper was not large enough to enable him to make the letter big enough.
