Received Octobor 19, 11.15 p.m. London, Octobor 19.— -At a banquot at Bolfast last ovening, the Marquis of Hartiugton, in the courso of his speech, said tho Unionists wore prepared to concede local government to Ireland when tho condition of tho country was safe for such n change. Ho urged tho Unionists and Conservatives to fight tho elections to tho Houso of Commons unitedly.
