iST Petersbctkg, Ocfc 13. — The semiofficial Journal de St Petersburg, in an article on the Bulgarian difficulty, expresses the opinion that owing to the claims advanced by minor States, ifc will be found advisable to uphold the integrity of the Treaty of Berlin.
