No entry will be received for any race except upon this condition — That all disputes arising out of the racing shall be decided by a majority of the Stewards present, or any one tney may appoint. All persons intending to withdraw horses are required to give notice to the Secretary or Clerk of the Scales one half-hour before tarting, or shall pay a fine of 1 soy to the fund.
