ANGLO AUSTRALIAN TELEGRAPH AGENCY. WELLINGTON. PROVINCIAL LOANS BILL. VOGEL'S CAUCUS MEETING. PROPERTY TAX PROPOSED. THREATENED FATE OF THE LORDS. PARLIAMENTARY NEWS. September 19tli, noon.. At a meeting of Ministerial supporters to-day, a proposal >vill be made to introduce a properly tax into the Lower House, and if the measure is thrown out in the Upper House, Ministers will appeal to the country. 3 p.m. Forty-seven members met at Vogel's caucus to-day. 44 pledged themselves to supp jrfc tiie Government in their preI .sent action. Also desired to send up to the Upper House Provincial Loans Bill separately, retaining all the principal features of the former Bill, but striking out rating clauses. The intention is to test the question whether the Lords will allow the Provinces to borrow. If the Lords will not support this, the Government will introduce a property tax, rating all description of property, and will endeavour to raise further loans on security of property tax. Properties under value of £500 to be excluded. If the "Upper House rejects the Government measures, the Government will appeal to the' Home Government for power to reconstruct the Upper House. several ineffectual attempts. Bar bound since Monday last. Terrific gale whole time, with tremendous sea orTthe bar.
Heavy Hood in the river; large quantities of timber coming down. Weather now apparently cleared up. Complaints general against the Government for delaying taking over the tramway, or appointing or authorizing any person to for loading timber ready for transit. Trucks prohibited from receiving. Serious inconvenience to the public in consequence.
