It would gratify me more could I feel that I were more worthy of your confidence, or in any respect so worthy as many whom you might select to share the representation of the interests of the Buller district in the Nelson Council. It is your misfortune, however, that where there exist the qualifications you require, there exists also the modesty of merit, or there does not exist sufficient freedom from business engagements to permit of those qualified residing in Nelson during the period in which the Council is in session. It is my misfortune to fail in even the merit of modesty; and, having regard also for these circumstances, I hesitate less as to the answer I should give.
