The “Daily Herald” says that it is expected that the French disarmament note will reach London at the end of the week. Though polite, it will he a complete rejection of the Simon memorandum, making it almost impossible to continue the negotiations. DOES NOT MEAN WAR. LONDON, Monday. “I believe there will not bo war in Europe despite the failure of the Disarmament Conference, ’ ’ writes Mr Llovd George in the “Dispatch.” ‘ ‘ The nations will continue rearming, especially in the air, but there is no intention of fighting. Activities so far are precautionary.”
