INDEPENDENCE COMING. 'WASHINGTON, Wednesday. The Senate to-day rejected the proposal to free the Philippine Islands in five years and proceeded to consider plans for ‘‘a longer transition period. The A’ote Avas 38 to 37. The Senate later approved a proposal to free the Philippines in eight years, the A oting being 40 to 38. Senator Bulow (Democrat), South Dakota, moved the reconsideration of the vote. The final A'otc on the Bill as a Avliole has yet to be taken. After that differences Avith the House haA'c to he reconciled before it goes to the President.
