IN APPALLING CONDITION. MUCH BELOW STRENGTH. Press Association-Electric Telegraph-Copyright (Received Alonday, 9.40 a.m.) WASHINGTON, Sunday. Air Davis, Secretary of AVar, and Mr John Hines,,Chief of Staff, in tlieir annual reports, stress the appalling condition of the army. They declare that the terms of the National Defence Act, which provide for the maintenance of an army of 280,000, have not been fulfilled. It is alleged that the army now has only 40 per cent of the contemplated strength.
