General De Rivera, inaugurating the Avila-Sahimauea railway, said that the scourge of war made thousands, of men understand .the necessity of the command that, restores the prestige of authority. Outside the sterile work of Parliament, people did not care whether the governing power was called a dictatorship.or any other name. What they wanted was effective protection in the struggle for existence.
