The Times’ Riga correspondent reports that Rykoff denounced the League of Nations as an instrument of war and oppression. He declared that by joining’ the League the Soviet would surrender all political advantages in the East and economic prospects in tlie West. Since the Locarno Pact only two European nations, namely, England and Soviet Russia, retained their political independence. The Soviet intended to retain hers intact.—The Times.
