RUPTURE IN RELATIONS. Press Association—Electric Telegraph— Copyright (Australian and N.Z. Cable Association.) (Received Friday, 12.20 p.m.) BRUSSELS, Thursday. The Foreign Minister, in explaining the rupture in negotiations with- Holland, stated that since 1839 Holland had demanded the sovereignty of the Wiclingen Channel, commanding the approaches to Zeebrugge, which was the maritime base of Belgium’s defence.
