SHANTUNG SETTLEMENT. Press Association—Electric Telegraph-Copyright (Australian and N.Z. Cable Association) TOKIO, Saturday. It is semi'-offieially announced that M. Dcbuclii ,the Japanese Charge d’affaires at Berlin, is negotiating for the Shantung documents. It is expected, in the event of China refusing to conduct uegotiatious with Japan, before the return of Shantung, that Japan is prepared to maintain the status quo indefinitely. MASSACRE OF JAPANESE. The War Office has announced that the Bolsheviks, aided by Koreans and Chinese, massacred 270 Japanese in the Consulate at Mikolaevsk, Siberia.
