It is believed that Mr Winston Churchill, after the recent conference with Marshal Foeh and M. Weygand, drew up the document. PRINCE JOACHIM FINED. BERLIN, Saturday. Prince Joachim was fined 1800 marks for assaulting French officers, as cabled on March Bth.
