It is reported that General Smuts favours a German mandate over South-west Africa if Germany will agree to concessions re Silesia, as a set-off. One Paris newspaper severely ■ comments upon General Smuts' attitude. It is believed that Mr Lloyd George desires to shorten the term in the occupied territories in the Rhine, while the French are agreeable to fix the total amount of reparation.
ll'err Rautzau has written to the conference, protesting against the Rhenish proclamation.
