Under its provisions fifty thousand Americans domiciled in the British Empire, and two hundred and lifty thousand British subjects resident in the United States, will be subjected to the British or American draft laws.
Nationals way return to their own I'ountry. If not, they will be liable to be drafted for service in the country whore they reside.
