RUSSIAN DELEGATES JEER AT GERMANS.

(Received Thursday, at 12 Noon). LONDON, Wednesday

The Daily News' Petrograd correspondent states that the representatives of tlie Central Powers, presuming upon Russia's isolation, claimed that Poland, Lithuania and Conrland had already denned their position, but, as Ukraine would not recognise the negotiations, Germany demanded the retention of her garrisons at Riga, lib an and other strategic points. The Russian delegates, however, were uncompromising, and declared that self definition was impossible until the last German soldier had left the country. They jeered at the Germans, asking -whether they proposed to take Petrograd. and feed three million starving folk and disarm the country -where every -workman carried a rifle. They also asked what the Germans proposed to tell their own democracy, which was opposed to annexations. The Germans requested time to consider these matters, but the Russians refused, and left Brest Litovsk. A considerable number of the Red Guards have been sent to reinforce the front. Other defence preparations are in progress.
