GERMAN IDEA OF "NO ANNEXATIONS."

The "Daily Chronicle" says it is now ovident what the Germans mean by "without annexations." The negotiations show that they expect to retain Poland, Lithuania, Courland, and portions of Esthonia and Livonia, where the Germans have already induced faked Assemblies to declare for separation from Russia- and independence under a Hapsburg King of Poland and a Hohenzollern King of Lithuania. Tho Central Powers will only evacuate these territories when the Eussian demoeratisation ('! demobilisation) is completed. The cynicism of these proposals is almost too much for the Bolshoviki. But. Eussia has boon brought to a point where the enemy can dictate to her.
