Sir, —I was, 1 think, unfair in my " barrack-, of Councillor Kemp at yesterday's meeting. I know him fairly welJ. ;\n<\ believe him to bo sincere, and to have the makings of an honest labour lender. And such moil should not be ridiculed and possibly soured, but encouraged to do their best. For both private and public reasons, therefore, and for my own satisfaction, I tender Mr Kemp this letter us amends. — 1 am, etc.,
