It says that it has been proved that the free use of liquor saps the discipline and resolution, and undermines tho constitution of those going to the front. A sharp distinction inns, be drawn between Avhat is fair and proper in times of peace and in times of Avar. While so serious a strugglo is now raging in Europe,-wo can afford to run no unavoidable risks.
