The newspaper "Le Matin" says that Sir William Ramsay (the wellknown professor of chemistry) has informed M. Millerand (Minister of War) that it would be greatly to France's interest to treat cotton as contraband, thus ultimately forcing Germany to resort to ordinary gunpowder, which did not suit modern guns.
