SACRIFICE OF MEN TO STOP

It is rumoured iv Berlin that the Kaiser, filter a visit to the western front, ordered the commanders to abstain from sacrificing too many men in operations of secondary importance. One consequence of this order is that the Germans begin to believe that the German troops on the western front are numerically inferior to the enemy.
