At the Chambers of Commerce Congress, resolutions were carried in favour of strong action being taken against sneak -thieving in shops, placing postal, telegraphic and telephonic communication under non-political and practical business control, making smoking in ships' holds a criminal offence, and daily wireless reports of the movements of ships.
