LONDON, Sunday. - The National Council of the Independent Labour Party has requested ~Mr Koir Hardie to forward to Mr Harcourt a protest by the South African Labour Party, denouncing the Union Government's despotism, and the connivance of Lord Gladstone and the Colonial Office in arresting the striko leaders, suppressing the Constitution, and proclaiming martial law. They expressed tho hope that the workers would resist tho Russianising of British institutions .
