SPECIAL MEETING.

■ A special meeting of the Masterton Borough Council was held last evening, there beinc present: His Worship the Mayor (Mr J. M. Coralline), Crs E. .1. Kin", A. E. Winzenberg, «). C. Ewiugton,°G. Sellar, F. W. Temple, E. Flanagan, W. Candy, H. O'Leary aud W. Kemball. Several special orders in regard to loans, etc., were made. Water Supply Scheme. The engineer's proposals in connection -with improving the water supply of Masterton was then considered. The borough engineer stated that the cost of a 124nch main from the reservoir to Koad would cost in Manisman pipes £7266, as against £5200 for a 10-iuch main. To carry the main to town would cost £3506 more. The cost of iron pipes over the same distance would be £94:27 and £3000 extra. The cost of special pipes from the reservoir to Eailway -Koad would be £5000. Cγ. O'Leary moved that the Council raise a loan "of £12,000 for the new water scheme according to the engineers ' estimate. The Mayor stated that he had secured a report on the suggested additional scheme from Inspector Hugo. His Worship read the report, which approved of the. scheme, with slight alterations, taking into consideration the fact that the Fire Board was obtaining a motor lire engine. The engineer stated that there were 614 chains of street in the borough uupiped. The cost would be about £3500. The cost of the completion of the additional scheme, together with laying pipes in streets where there was no water would be approximately £16,000. The Mayor stated that in some of the streets where there was no water supply no houses existed. Perhaps they could reduce the amount by £2000 in this connection, making the total £14,000. Cr. .--Flanagan favoured this proposal. Crs. Ewington and Sellar were of opinion that a loan should be placed before the ratepayers covering all the parts of the borough which had uo water at present. The mayor then moved that the council approved of the proposals of the engineer with the suggested additions, and that the loan be for £16,500. Cr. Ewington seconded the motion. Cr. King "supported the motion. The ten-inch main which was at present in use was not half large enough for Masterton. But when they had the larger pipes the supply would be sufficient to last the town for many years to come. Cr. Temple said that he thought the full scheme would frighten the ratepayers. The Council should take some steps to deal with the curtailing of the water supply. He thought that the loan was too big, and ratepayers would be more inclined to vote for a £15,000 loan. He moved as an amendment that the loan be £15,000 instead of £16,500. There was no seconder to the amendment. The Mayor stated that it was necessary to take up the whole of the £16,500. The council might find that £14,000 was sufficient to do the work, and, therefore, they would not recjuire to take up the other £2500. Personally he thought £15,000 would be sufficient to complete the scheme, but he thought that they might go for the whole £16,500 in order to give them sufficient money to come and go on. He considered £15,000 would be ample. The motor was carried unanimously. The .mayor complimented the engineer (Mr J. Archer) on the excellent report of the water scheme he had supplied, and the careful detail, and figures provided.
