The Navigation Act having received the Royal assent, and it will now b proclaimed that under it all steamers trading in Australian waters must comply with Australian conditions regarding pay and manning, and othor particulars. No shipping, British or foreign, without special licenses will be allowed to carry passengers between Commonwealth ■nnrta J
