Tabled correspondence on Mr Monk's resignation shows that the latter resisted the naval grant without giving the people an opportunity of approving of it. Mr Borden, in reply, said that the disclosures of the Imperial Government were so graA'o that immediate and effective action was necessary to Canada's interests. The step was entirely temporary and in nowise affected the permanent policy for which the people 's approval would be sought.
