In the House of Commons, during discussion of the Homo Rule Bill, the Government accepted Sir Alfred Mond's amendment providing for proportional representation on any constituency returning over two members to the Irish House of Commons during a period of three years. This applies to Dublin, Dublin County, Cork, and Belfast. It is estimated that the Unionists Avill thus gain from three to six scats. Mr John Redmond approved of the amendment.
