HARE SYSTEM USED
RETURNS COMING IN SLOWLY,

The returns are coming in slowly, tho result' in only one electorate boing complete. The Premier, the Speaker and tho Loader of the Opposition have been definitely olectod.
Mr Thomas Hare, who flourished from 180(5 to 1891, published about, half a century ago the particulars of a scheme of proportional representation, in which the whole country is treated as one constituency, each elector having one vote, any candidate obtaining the necessary quota of votes being elected, while provision is mado for transferring votes from a candidate who obtains more than the quota by enabling an elector to vote for several names in the order of his preference. It is claimed that the plan makes the legislature a perfect mirror of public opinion.
