THE TERRITORIAL FORCE.

The following iuformatiou is contained iv District Orders just issued :—

For transitory purposes, aud where uot in couflict with the Act, the territorial force will be governed by the provisions contained in general regulations, 1900, until such time as the new regulations are framed and issued.

The new peace and war establishments and instructions for the reorganisation of the Defence Forces generally will not be issued until after Field-Marshal Lord Kitchener's inspection of the forces. For the training jear 1910-11, the training for the territorial force shall be prescribed in general regulations, 1906, with the exception that corps not therein required to train in camp shall be required to so train for a period of seven days. During anuual training in camp all rauks will be rationed. Furage will also be granted.

Capitation allowance for tho territorial forces for the comiug year will be as uudor:—Mounted Rifles, £4; Field Artillery and Field Engineers, £'d 10s; other branches, £3.

For each day spent in camp all ranks will be granted the following personal allowances:— LieutenantColonels, 15s; Majors, 123; Captains, 103; Lieutenants aud 2nd Lieutenants. 8s; Sergeaut-majors and Staff-ser-geants, ss; Sergeants, 4s; Corporals, 3s Get; other rauks, Bs.

A horse allowance of 10s per annum will be paid to each efficient officer, N.C. officer, and man of the mounted rifles, provided liis horse and saddlery is certified by his commanding officer as suitable. Paid daylight parades quoted in paragraph 371, general regulations, 1900, will not be authorised for the comiug year. On March Ist next the Imperial infantry drill manuals will be adopted for all unmounted units of the defence forces. On and after March Ist next; the election of officers will cease, and the following procedure will come into force: — First appointments: First actingappointments to a commission will be made on the recommendatiou of a Board or" Selection composed of the officer commaudjng district and the officer commanding corps in which the vacancy occurs. Their recommendatious will be forwarded on the usual form (V. 4) to the Council of Defence for submission to the Minister.

All promotions will be made on the recommendation of a board composed of the Inspector-General of the Forces, officer commanding the district, and officer commanding the corps in which the vacancy occurs. When recommending a promotion by winch any officer will bo superseded, the board will state in writing the circumstances which have led to such recommendation. Recommendations for promotion will be forwarded on the usual form (V. 4) to the Council of Defence, for submission to the Minister, signed by the officer commanding corps, pending the return of the InspectorGeneral of the Forces.

On and after March Ist, 1910, all correspondence hitherto addressed to the Secretary, Council of Defence, must be addressed to the Chief of the General Staff; in other respects correspondence will be carried and dealt with as heretofore.
